A new residential project will see a developer pay off-site levies on a phased basis as the policy that guides such payments will return to council in the future for a much needed update.

Though Alberta doesn’t allow vacancy taxes similar to Vancouver or Toronto, the Municipal Government Act enables tax subclasses to be created and each taxed at different rates.

A Bow Valley advocacy group for builders and developers will take part in the upcoming legal battle on off-site levies between the Town of Canmore and developers after a ruling by a provincial tribunal.

“I’ve learned a lot in the last year I’ve been at CCH. It’s been an evolution, but it’s been great. The team is great and everything CCH is doing is really beneficial. … You get the benefit of creating a bigger community and creating a sustainable community.”

A push by developers to have the Town of Canmore make public its calculations model will have a provincial tribunal decide what is heard at an upcoming hearing.

A preliminary hearing with a provincial tribunal has the Town of Canmore looking to remove a local development advocacy group in the upcoming appeal against Canmore’s off-site levy bylaw amendment.

“There are many providers – thousands across Canada – ready to bring below-market housing to market but the funding gap is very difficult to stack and scale. The financial equation just doesn’t work, but there are many ways to approach it.”

An upcoming tribunal hearing will determine if a local development advocacy group will be able to participate in an appeal against Canmore’s off-site levy bylaw amendment.
